Support the long-term development of the airfield masterplan from an airfield planning and operational perspective, covering the period from 2020 to 2050+. Support the relationship with CAA Safety and Airspace Regulation Group (SARG) and ICAO for aerodrome safety. Ensure airfield infrastructure development is initiated in a timely way to support future growth and responds to aviation industry changes. Support the future operating concepts for airfield operations and communicate operational requirements and change agendas with internal and external stakeholders.
Your Role Will Involve:
As an Airfield and Concept of Operations Planner, you will provide technical planning and organisational support to a wide range of operating concepts in support of an expanded Heathrow including the new runway. Ensure the airfield operation is safeguarded, and the impact of changes (infrastructure) are understood and communicated.
Your Key Responsibilities Will Include:
Create and maintain a phase timeline showing the operational change required to support growth from 2021 (post DCO submission) onwards. Including T3 and T5 plus and other business as usual changes including asset replacement (runway resurfacing). Input airspace change requirements that necessitate infrastructure or ground process change. Use this to inform swim-lane activities
Understand industry practice and benchmark airfield operational change programmes of a similar scale and complexity (eg Hong Kong, Doha, Dubai Denver etc)
Create the swim lanes required to understand the scale of operational change required to bring into operation new infrastructure to enable the future masterplan / growth / schedules.
Focus areas are;
- Opening new runway
- Opening new taxiways (network)
- Introduction of new airlines, ground, other operators
- New apron environment and different types of operator (LCC)
- Introduction of new air traffic control systems and infrastructure
- Others to be identified
Create stakeholder mapping that shows the interrelation and complexity of the stakeholder change environment
Support airfield planning activities as required to better inform the concept of operations. Generic planning activities around taxiways, aprons and ancillary support facilities.
- Proven capability in delivering complex change programmes in a technical demanding discipline
- Knowledge of Heathrow
- Provide experience on issues of airfield operations, supports management of virtual teams to deliver business objectives as necessary.
- Able to synthesise the complexities of Heathrow and present solutions.
- Cross functional but primarily Airfield Operations, Development and the wider Expansion team with other external agencies
- Good communications skills, with a strong focus on relationships
