Facebook is seeking a highly motivated, team player to serve as Associate General Counsel, Telecom. The position will involve advising as to telecommunication laws in various countries throughout Europe, Africa & the Middle East. The role will involve outreach to regulators and supporting teams that are helping to shape policies on a variety of issues, including net neutrality and spectrum. The position will also involve working closely with teams who manage Facebook's global infrastructure and those seeking to bring connectivity to the two thirds of the world who are not yet connected to the Internet. Associate General Counsel, Telecoms (EMEA) Responsibilities

  • Advise on existing and proposed telecom laws and regulations throughout Europe (including the new European Electronic Communications Code), Middle East and Africa on a variety of issues that confront Facebook or our various telecommunications partners, including

    • telecom infrastructure, including subsea cables, terrestrial fiber, and points of presence

    • Internet access services, including those involving satellites and wireless network access points experimental technologies, equipment, and spectrum-use

  • Engage with regulators on a variety of issues and support teams helping to shape connectivity policy

  • Mitigate regulatory risks in partnerships and joint ventures involving telecom projects

  • Manage a large number of local and outside counsel on multi-jurisdictional telecom-related projects

  • Work with diverse groups of technical, business, legal, and policy personnel to develop creative solutions for resolving complex regulatory problems involving US and other international telecom projects

Minimum Qualifications

  • J.D. degree (or equivalent), and have a practicing certificate in a European law jurisdiction

  • Strong experience in wireless or telecommunications in the region

  • Experience with telecommunications regulatory frameworks and regulatory developments affecting Internet-based services.

  • Excellent communication, interpersonal and stakeholder management skills, ability to work well with cross-functional teams

  • Demonstrated experience navigating stakeholders through highly ambiguous situations

  • Exercise excellent judgment and provide practical solutions

  • Amenability for significant business-related travel as and when required and permitted
