Background

The Met Office is a global centre of excellence in weather and climate science, and the United Kingdom’s national weather service. Project Delivery specialists sit within a single capability group within the Programmes Directorate in the Met Office. They are allocated to programmes or projects based on the complexity, skills and experience required to deliver a specific programme or project. Whilst this campaign is for a specific programme the successful candidate will join the capability group and, in the future, may be asked to lead other programmes. This post requires management of a significant programme that will support the Met Office’s commitments to the Aviation industry, one of our major sectors. The Aviation Data Services programme (ADS) will deliver access to high resolution regulated and non-regulated weather data for integration into decision making and visualisation systems to enable safe, high performance and efficient flying activities. The programme is already underway with most of the key artefacts and resources in place for the first phase.

Job Purpose

Overall responsibility for managing a multi-year, £multi-million programme of a defined set of projects including the associated technology and business change activities; overseeing a delivery team, management of appropriate governance, risks and issues, driving and monitoring progress and facilitating the evolution of the programme roadmap – ensuring we meet our commitments and realise the significant benefits associated.

Job Responsibilities

1. Business Case – Maintain the programme business case and update as required throughout delivery, with input from project managers and specialists.

2. Communications & Stakeholder Management - Develop and maintain communications with project managers and other stakeholders, building effective and collaborative relationships.

3. Resource Management - Identify resources to ensure required capacity and capability for successful programme delivery. Undertake programme planning, scheduling and high level estimating with input from specialists.

4. Risks, issues and dependencies - Manage risks and issues, including those that are strategic and politically sensitive, ensuring regular reporting and escalation as appropriate. Dependency Management - Map programme dependencies and identify owners, build dependency management into the programme's governance cycle.

5. Benefits Realisation - Work with project leads and Portfolio Manager to identify, track and deliver benefits set out in the business case.

6. Programme Performance & Controls - proactively drive, monitor and report on overall progress through the governance framework including running monthly Programme Board meetings. Manage the programme through assurance reviews and standard internal governance and checkpoints.

7. Leadership and Delivery – Accountable to the programme SRO, provide leadership to facilitate development of the future programme roadmap to deliver stated objectives and commitments.

Essential Qualifications, Skills & Abilities

1. Previous multi-year, £multi-million programme management experience and 10+ years in structured project / programme environments. Track record of successful delivery of outcomes.

2. Clear, confident, compelling communication and presentation skills enabling you to and convey complex scenarios succinctly at all levels.

3. Proven ability to lead and influence at all levels to drive decisions and delivery.

4. Problem solving abilities; skills and experience necessary to propose and recommend ways forward.

5. Ability to anticipate risks, issues and opportunities throughout delivery, and make suitable recommendations to enable success.

Desirable Qualifications, Skills & Abilities

1. Programme and Project Management accreditation (MSP, APM PMQ etc).

2. Experience in both public and private sectors

3. Knowledge of meteorology and associated data services or similar programmes
