You will be joining our Commercial team which supports the delivery of that innovation, working closely with a wide range of suppliers, a substantial number of whom are SMEs, and managing a typical annual spend of circa £90M.

You will be working collaboratively across the Met Office and the BEIS Commercial Function, delivering the most economically advantageous commercial outcomes through category, supplier and contract management.

A Commercial structure is in place which supports innovation and best practice in the approach to procurement which is closely aligned to Cabinet Office Functional Standards. Category Management is the adopted methodology for strategic management and control of the Met Office’s third party spend.

This particular role will provide an exciting opportunity to engage at an early stage with key stakeholders, identify and shape future strategies and approaches within the relevant portfolio.

Job Purpose

Reporting to the Senior Category Manager, the Category Manager is responsible for the development of category strategies and end to end sourcing approaches for a range of requirements within specialist categories and sub categories of goods and services within the Met Office. As Category Manager you will be expected to develop expert knowledge of the markets, competitive environment and key commercial considerations for you respective categories. Working closely with Colleagues from the Strategic Partnerships team and the Operational Procurement team the category strategies should inform and support ongoing relationships between the Met Office and its major suppliers. Driving commercial strategies that achieve cost savings and effective solutions in their categories, the Category Manager is the key interface with internal stakeholders and will frequently interface with other stakeholders within the wider BEIS and Government communities.

Job Responsibilities

1. Understand historic and future expenditure profiles in the categories assigned to them.

2. Engage with the stakeholder to understand business needs and jointly work up category strategies.

3. Monitor markets, suppliers and trends within the various categories and subcategories for major and strategically important spend areas for the Met Office, ensuring currency of knowledge, drawing on various sources of information to become established as an expert in the relevant markets.

4. Establish close working relationships with all stakeholders across the organisation, Directors, Executive Heads and Heads as appropriate. Attending team meetings relevant to their category areas where possible.

5. Supporting internal and external monitoring of supply chain relationships, ensuring that supply chains are as efficient as possible and meet the needs of the organisation. This includes seeking efficiencies to support the Met Office’s Corporate Objectives.

6. Provide leadership, support and guidance as appropriate for Supplier and contract management to ensure continuous improvement, delivery of service levels and price competitiveness are maintained or enhanced.

7. Ensure effective lines of communication with stakeholders to keep them appraised of relevant information and progress with projects.

8. Provision of analytical support to Head of Commercial – Strategic & Partnerships and team members in support of strategy, the delivery of benefits, all relevant legislation and change management.

9. Where appropriate provide a lead role for a specific category, positively representing the Met Office when engaging across wider government eg BEIS, Crown Commercial Service and Cabinet Office in relation to spend control.

10. Understand internal and external policies and process. Ensuring individual compliance and where necessary support developing understanding and compliance within the team.

Essential Qualifications, Skills & Abilities

1. Knowledge and skills of working under a Category Management methodology
2. The ability to provide strategic advice and guidance on routes to market, understanding risk appetites and application of the relevant laws.
3. Ability to think laterally, challenge traditional patterns of service delivery and develop new approaches.
4. Strong negotiation skills and experience, specifically negotiating contracts with a wide range of suppliers.
5. Excellent interpersonal skills, demonstrating proven ability to build trust and influence across the organisation and with suppliers.
6. Strong leadership I management skills (eg setting vision, planning, prioritising, making decisions).
7. MCIPS Qualified (or currently studying)

Desirable Qualifications, Skills & Abilities

1. Proven ability to focus on value for stakeholders.
2. Legal training including law governing public sector procurement.
3. Awareness of General Data Protection Regulations (GDPR), Freedom of Information Act and Transfer of Undertaking for the Protection of Employees (TUPE).
4. PRINCE II Project Management Qualification, IACCM in Contract Management and Strategic Supplier Relationship.
