Facebook is looking for a skilled Manager with experience in government, the public interest sector, or academia to join our Content Policy, Stakeholder Engagement team. Content Policy is the team that creates policies to govern what people can share on Facebook and how advertisers and third-party developers interact with the site. Content Policy Stakeholder Engagement's role is to strengthen Facebook's content policies by bringing global knowledge and feedback into the policy development process. The team builds relationships with NGOs, academics and other thought leaders, and engages with the broadest possible spectrum of civil society around the world, guided by core principles of inclusivity, expertise, and transparency. As Content Policy Manager, you will be responsible for understanding the global landscape of Internet-related advocacy groups, academics, think tanks, and governmental and non-organizations. You will help develop a strategy for engaging with these thought leaders in relation to our content policies, particularly as they pertain to misinformation, algorithmic ranking and News Feed. You will monitor our external relationships in key content policy areas and will seek opportunities to build productive alliances with our stakeholders. You will also work with our Operations team to ensure that we have correctly applied our policies to content that external parties bring to our attention, and you will work with other members of the Content Policy team to improve our policies based on external feedback. You will work with a highly talented and experienced team of subject matter experts on content policies for Facebook and Instagram. You will be responsible for understanding both Facebook and Instagram's business priorities, and for helping the team integrate external feedback into developing new policies to combat misinformation on our platforms, govern how Facebook moderates content in News Feed, Search, Recommender Systems, as well as products designed to promote news content. The successful candidate will be an experienced communicator, savvy researcher, and presenter on issues related to misinformation and algorithmic ranking. This person will provide insights that contribute to the shaping of Facebook's external relations on a global basis, in relation to our content policies. You should be passionate about the services we provide and the people that we serve.The ideal candidate will have a track record of undertaking policy issues related to algorithmic ranking, misinformation, computational propaganda and online news/media ecosystem. Additionally, the successful candidate will have demonstrated knowledge of qualitative methods, experience researching and synthesizing knowledge on a variety of complex policy issues. The ideal candidate should also have excellent drafting, communication, analytical skills, and project management skills. This is a full-time position located in London, UK.

Required Skills

  • Craft and execute engagement strategies with advocacy groups, academics, think tanks, and governmental and NGOs in relation to Facebook's ranking policies
  • Help identify and document key external stakeholders working on policies related to misinformation, algorithmic transparency, as well as news integrity
  • Gather, synthesize and communicate external feedback on Facebook's content policies as part of our policy development process
  • Identify and document key strategic opportunities for external engagement in relation to ranking and misinformation policies
  • Monitor and synthesize key research and policy papers in relation to ranking and content distribution policies
  • Build and maintain relationships with external stakeholders who have expertise relating to our content policies
  • Represent Facebook's Content Policy team in external engagements
  • Communicate to external stakeholders about our content policy decisions
  • Work cross-functionally with other teams at Facebook to increase transparency around our content policies and our approach to content moderation, including our use of automation
  • Develop tools and metrics for measuring the impact of external engagement in the policy field

Minimum Qualification

  • 3+ years of experience in policy, law, or government
  • Bachelor's Degree in law, journalism, policy, international relations, business, corporate social responsibility, or equivalent field
  • Experience working with governmental, non-governmental, research and/or news organizations relating to policy issues
  • Experience managing multiple complex projects simultaneously
  • Experience with establishing processes and metrics to measure the success of policy initiatives
  • Experience articulating policy positions in external settings
  • Experience prioritizing projects and interacting with different levels, both internally and externally
  • Experience working in multiple jurisdictions

Preferred Qualification

  • 7+ years of experience in policy, law, or government
  • Post-graduate degree in law, public policy, communications, law, business, computer science, and/or journalism
  • Experience working for social media platforms, internet companies, other technology companies, government or think-tanks focusing on social media and content moderation
  • Experience articulating policy positions in external settings
  • Experience prioritizing projects and interacting with different levels, both internally and externally
  • Experience in collaboration between technology companies
