This role entails…

An essential role within ITV’s broadcast business , leading the Content Compliance team,  the Director of Content Compliance is responsible for ensuring the legal and regulatory compliance of all ITV UK content across all ITV broadcast Channels and digital platforms, including ITV Hub and BritBox.   


This is a senior management role within the organisation, reporting into the General Counsel and Company Secretary, and routinely advising the Management Board, commissioners, creative directors and other key stakeholders on content compliance issues.  


The role is part of ITV’s Executive Leadership team, as well as the Legal Leadership team, which includes representation from the Legal, Regulatory and Company Secretariat teams. 


The Director leads an expert and highly experienced team, dedicated to ensuring that ITV content on all platforms maintains ITV’s legal, regulatory and editorial standards, whilst providing solutions-based, pragmatic advice which is responsive to editorial, commercial and operational requirements.


Lead and develop the Content Compliance team: 9 compliance Heads as direct reports, total team of 31 (6 legally qualified)


Some Key Responsibilities:


Daily involvement in programme making decisions

  • Commissioned programmes – leading the team in advising in-house and indie producers and ITV commissioners throughout every stage of the production process; the team reviewing and certify all pre-recorded programmes on delivery before first transmission and availability on VOD platforms;

  • Acquired programmes – ensuring material is reviewed and edited to create compliant versions to meet our channels’ scheduling requirements (eg films, US dramas, comedy, entertainment, daytime and children’s);

  • Live – providing pre-transmission advice and clearance eg scripts, guest briefs, V/T material, all voting and competition material; the team attend at the studios for high profile interactive shows (eg Britain’s Got Talent, Dancing On Ice, I’m a Celebrity, The Voice);

  • VOD – the team services the delivery of content to all VOD platforms by certifying programming for VOD exploitation and providing required metadata (guidance text);

  • Advice – the team provides content legal and compliance advice across the business – to Commercial, Interactive, Online, Marketing, Continuity, Scheduling, the Press teams, Rights and Clip Sales;

  • Commercial - the team advises on sponsorship and advertising compliance issues, and work closely with ASA and advertising clearance house Clearcast;


Assessing and managing legal and regulatory risk 

  • Risk – managing content legal risk - civil (eg libel, privacy, DPA, confidentiality, copyright, etc) and criminal (eg contempt of court); the team deal with programme related claims and defend complaints, prior to actual litigation, and report to insurers as required;


Managing key stakeholder relationships internal and external, including ITV’s Management Board, PLC Board, OFCOM 

  • Ofcom – the Director manages the primary stakeholder relationship relating to ITV’s editorial content – defending programmes subject to investigation, via formal submissions; providing programme recordings and other information on request; responding to public consultations on content/Code issues; having regular meetings with the Ofcom Content Standards team;

  • Producer’s Handbook & Training – overall responsibility for ensuring the compliance team produces and updates the ITV Producer’s Handbook, containing ITV’s compliance and editorial guidelines for use by producers, in-house and indie; also provides extensive compliance training to ITV Studios and other staff across the business;

  • Complaints – advise ITV Viewer Services and producers on viewer complaints, and draft responses; 

  • Press – assist the Press team, often advising on programme publicity, responses to press enquiries, and any potential reputational issues for ITV


To be considered for this opportunity you will need to demonstrate the following skills:

  • Essential: a solicitor or barrister with significant experience and expertise in media law, ideally in the area of content clearance in television or film; 

  • Previous experience in the area of content compliance in television (or compliance in related industries, such as advertising or film) is essential;

  • Deep and detailed understanding of the UK television industry and its regulation, particularly the Ofcom Broadcasting Code; 

  • Willingness to take and defend decisions with authority, within the scope of responsibility;

  • Creativity and understanding of editorial requirements to provide practical programme advice; 

  • Ability to work under pressure and meet deadlines;

  • Excellent interpersonal and communication skills with a proven ability to build and maintain relationships, influence, persuade and negotiate at all levels  - both internally and externally;

  • Demonstrable experience of being a strong and senior leader, setting direction and driving delivery; 

  • Substantial proven experience of working in a diverse and fast paced commercial business with a broad operational risk profile.
