Engagement Manager - Projects and Events (14 month's mat cover)

As the Community Engagement Manager – Projects and Events (14 month mat cover) at HS2, you will responsible for supporting the planning, development and delivery of the community engagement strategy for route-wide internal and external communication and engagement activities including events and projects. This includes collaborating with internal and external stakeholders, contractors and partners to ensure engagement and communications are co-ordinated, consistent, timely and accessible to those communities that may be affected by the route.
About the role:
Support on the development and delivery of various internal and external events. These may include roadshows, conferences, exhibitions and staff events.
Support the development of the overall community engagement strategy by developing innovative and interactive communication tools, engagement platforms and a series of events.
Support the development and design of the new intranet and internet site for community engagement, ensuring it meets the needs of the business and communities in which HS2 operates.
Support the development and delivery of a series of training workshops and ‘toolboxes’ for our internal teams and contractors to utilise across the business
Support the development of tools to demonstrate and measure the communication and engagement tools impact on stakeholder relationships and in the communities in which HS2 operates.
Working with colleagues in creative services, ensure that all external facing engagement tools are appropriately branded or co-branded and commission updated templates and documents as and when required.
Define, implement and manage a series of defined projects that will assist the CE team in achieving the strategic goals through opportunities identified in partnership with other departments and contractor teams. These may include construction hoardings, archaeology, Health and Safety education workshops, visitor centres and others.
Support the development of a series of narratives for key issues across the programme, for use internally by CE and wider HS2 colleagues.
Provide clear and concise briefings, analysis and reports on complex issues for the Director of Community Relations and senior members of HS2.
Deliver workshops to ensure the wider organisation understands the scope of the engagement team and what information and support is required to deliver an effective engagement programme.
Participate in the overall development, of HS2’s Community Engagement Strategy that delivers meaningful, two-way, accurate and consistent communications and engagement.
Support the delivery of the strategy, ensuring it meets the strategic needs of the business as well as the individual needs of each Phase, ensuring communication and engagement activities, tools and platforms are fit for purpose, meaningful and tailored to local communities.
Management of reporting procedures for the route-wide team as directed by the strategy team
Act as the front face of the organisation, developing and deepening relationships with key stakeholders both internally and externally to ensure buy-in and overall delivery of the strategy.
Provide advice and support to senior members of HS2 and their contractors regarding engagement with external audiences as required, ensuring information is communicated in plain English and meets accessibility requirements.
Develop effective working relationships with contractors, ensuring they understand HS2’s commitments, behaviour expectations, and metrics by which they will be measured.
Work closely with the Helpdesk, providing regular updates and face-to-face briefings on sensitive issues.
Develop effective relationships with other communications colleagues in corporate affairs and ensure regular sharing of information.
Deputise for senior engagement manager when needed
Experience of working within communications or engagement in the public and private sectors, on projects of comparable scale, scope and complexity.
Experience of managing events, from initial brief through to post event evaluation.
Successful track record of implementing innovative and interactive solutions in community engagement and response across a diverse and challenging environment
Ability to develop challenging relationships and build trust amongst stakeholders and communities exercising diplomacy at every stage
Strong analytical skills and a proven ability to interpret and respond to changing landscapes and understand and communicate complex issues with clarity and
Robust under pressure and able to work to tight deadlines in dynamic, fast-moving organisation
Managing external agencies as part of an in-house client team
Understanding of the complex political environment within which HS2 operates, including relevant governance and accountability issues
An ability to be heard through personal credibility and the exercise of sound judgement
High level communication, networking and ambassadorial skills
Excellent influencing and listening skills
Excellent written communications, verbal communications and interpersonal skills
Experience working across multi-disciplinary communications teams including marketing, corporate affairs, branding, PR, media relations and corporate communications is advantageous
Experience of designing and developing innovative and interactive communication and engagement channels.
Experience of delivering community engagement in a fast paced, high profile and challenging environment.
Evidence of good planning and financial skills, with the ability to deliver projects and activities on time and within budget.

Ability to develop and deliver difficult messages to highly sensitive audiences.
Proven experience of designing and developing innovative and interactive engagement and communications tools.
A track record of successful delivery in a maturing environment against challenging timescales and developing requirements.
Experience in managing teams to deliver multiple overlapping activities under pressure to meet tight deadlines
Some experience of providing counsel at a senior leadership level across an organisation on community engagement
Proven ability to build working relationships with key internal and external stakeholders
Experience of working in a political and/or regulated environment/sector
