BT Federal supplies IT and telecommunication services across the US Government through a broad range of Federal Contract Vehicles. We are capable of supporting customized managed network, security, cloud and innovative solutions that optimize the US Government's use of terrestrial, satellite and wireless resources.

BT Federal has an immediate need for a seasoned Government Contracts Manager to support contracts/subcontracts and related business processes throughout all stages of the procurement cycle. The right candidate will be able to work independently, collaborate with the BTF team, and interface with customers, vendors and across BT Federal at all levels of management. This position will be based in BT Federal's Reston, Virginia headquarters office and is currently remote.

You'll have the following responsibilities
  • Pre- and post-award contract support for prime and subcontracting agreements - Review solicitations for contractual risks; draft and negotiate contractual agreements including contract modifications, teaming agreements, non-disclosure agreements, statements of work etc. Prepare, track and manage contract documentation; liaise with contracting officers and other client-agency procurement staff;
  • Proposal development - Assist Business Development, Pricing, technical staff and CTO in development of business proposals;
  • Compliance oversight - Exercise knowledge regarding FAR, DFAR and contract-specific compliance issues, and corporate policy and standard procedures. Develop and submit documents and information to Federal client contracting officials. Review and evaluate requests for proposals (RFPs/RFQs) and changes to contracts;
  • Identify and propose alternative approaches to mitigate risk, including revisions to contractual terms and conditions and proposal pricing strategies;
  • Document risk register
  • Support proposal initiatives, to include review of U.S. Government solicitations to ensure company compliance, preparation of certifications, provide guidance to proposal team, submit proposals, and represent the company in interactions with U.S. Government contracting officers;
  • Process and administer IDIQ contracts, including task orders and contract modifications;
  • Assist with Small Business Contracting Plan development and administration.

You'll have the following skills & experience
  • Knowledge and experience with FAR/DFAR and agency-specific acquisition regulations;
  • Solid understanding of the procurement processes from requisition to contract enforcement
  • Extensive knowledge of and experience with multiple types of Government contracts and a solid understanding of contract principles
  • Strong team player with demonstrated ability to work with multiple internal groups to quickly achieve common goals
  • Excellent analytical and communications skills (oral and written)
  • Competence with Microsoft suite (Word, Excel, Powerpoint)
  • Self-starter with the ability to work both independently and collaboratively to identify issues, evaluate solutions, and follow through to resolution
  • Ability to prioritize, plan, and manage multiple tasks concurrently
  • Attention to detail, with accurate input and proofreading skills
  • Degree in Business Administration or other relevant field with 7 to 10 years direct experience supporting the US Federal Government
  • Security clearance (or the ability to obtain a clearance)

Preferred Skills but not required:
  • Law degree
  • Experience with network services offerings either with a network services provider or systems integrator
  • Experience in contracting issues pertaining to state local and education customers
