As a Head of Commercial Development Services at HS2 you will act as the key interface between the Commercial Development Business, HS2 and other entities. This role specifically develops and maintains effective relationships between HS2 Delivery Teams and Integrated Project Teams enabling value creation. A key feature of this role is governance and assurance to ensure that commitments and obligations are being met. Ultimately, supporting the implementation and the operation of the new corporate structure for the management of commercial development activity.

About the role:

The key accountabilities for the Head of Commercial Development Services are defined below:

  • To act as the principal interface between the CD Business and HS2 Ltd
  • Responsible for the CD Business Plan and alignment of objectives with HS2 Ltd to support delivery of the £5bn commercial development portfolio
  • To support the Commercial Development Director (CDD) with the development of a complete suite of strategies which support the CD Business 5 year look ahead
  • Responsible for the development and maintenance of relationships between the Commercial Development Business, HS2 and other relevant stakeholders
  • Accountable for the successful collaboration and integration across business interfaces and accelerates learning and knowledge sharing
  • Responsible for tactful coordination and prioritisation of key deliverables to meet business objectives, and the escalation of critical decisions as required

  • To support the CDD in raising the profile of Commercial Development across the business, with key partners and stakeholders
  • To work in partnership with the CDD and leadership team to ensure that the optimum team structure is in place
  • Accountable for the recruitment of direct reports, ensuring targets are set in line with business objectives and effective performance monitoring is in place
  • Accountable for encouraging and monitoring learning and development of direct reports
Commercial Performance

  • Lead the development and management of essential systems/processes/structures to support delivery of the £5bn commercial development portfolio
  • Lead the implementation and management of governance structures capable of providing appropriate challenge and oversight of all CD Business activity; optimising resources and financials (including any new non-executive board)
  • Accountable for ensuring appropriate challenge processes are in place to optimise the interface and accountabilities between the CD Business and HS2, enabling HS2 to focus on its core remit of delivering the railway and the commercial development business to focus on value creation
  • Assure that all cost and risk arising from commercial development activities comply with the cost/works established workflows
  • Accountable for the development of an effective reporting framework to ensure accurate and timely submission of the annual budget report to HS2

About You:
  • Relationship Management: Ability to develop effective relationships with business leaders, executives and stakeholders to achieve quality outcomes
  • Effective Communication: Ability to communicate with a range of stakeholders at senior level, understanding different perspectives and adapting communication style to have a positive impact
  • Influencing and Negotiating: Ability to positively challenge and influence to ensure the best business outcome is achieved
  • Team Management: Ability to work collaboratively, lead, motivate and performance manage a team
  • Commercial Awareness: Understands the implications of decisions on the financial objectives and values of the organisation
  • Business Acumen: Understands the marketplace, client base and route value creation
  • Knowledge of developing commercial entities
  • People Focus: Experience of developing effective relationships with senior business leaders / leadership teams, to advance effective strategies and optimise resource allocation
  • Business Design: Knowledge of business design set up and experience of establishing new partnerships. Experience of embedding a culture of continuous improvement and optimising ways of working to maintain an efficient and effective operation
  • Governance/Compliance: Experience of developing, implementing and maintaining governance structures
  • Results focused: Experience of accurate forecasting, defining plans and efficient delivery
