POST TITLE: Head of Governance and Controls

SALARY: Band 8a

HOURS: 37½ hours per week

ACCOUNTABLE TO: Head of Business Systems and Governance

LOCATION: Mamhilad

JOB SUMMARY

The post holder is a senior Finance professional within the Aneurin Bevan LHB. The post holder will be expected to be a member of the Finance Senior Team. The Head of Governance and Controls will lead on the development of financial control procedures across the organisation ensuring procedures are developed, maintained and fully implemented. The post holder will lead the development of robust systems for ensuring the organisations' approvals hierarchy is implemented, maintained and kept up to date and reflected through the Oracle system as a key control mechanism. This role will be instrumental in ensuring that core finance functions are tightened and evidenced by improved audit outcomes. The post holder will lead on developing standard operating procedures within the corporate finance function, ensuring compliance and act in a co-ordinating role to ensure system weaknesses are quickly addressed and resolved. The Head of Governance and Controls will also coordinate compliance with key monthly controls supporting cash, payables, receivables, reconciliation, month-end and accounting functions.

The post holder will provide leadership, strategic and professional management combined with operational responsibility for the development of control systems and policies.

The post holder will provide vision and leadership in the development and implementation of the overall finance agenda.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.
