We are looking for someone to help provide the support for the staff in the Finance Team.

We have long term placement opportunities available for an Associate Director of Commissioning Developmentavailable at Princess Alexandra Hospital, Harlow.

The main duties and responsibilities are as follows:

1. Annual Planning / Contracting
  • Lead and be responsible for the annual contract negotiations with all commissioners. To ensure that these reflect the Trust's overall financial strategy and position and that any agreements are financially sound and in the best overall interests of the Trust.
  • Lead of the collation of provider intentions capturing the latest service development that the Trust wishes to implement, ensuring alignment with HCG plans.
  • Work closely with the Head of Financial Management and income team develop activity / financial plans for each core CCG/NHSE contract and all associate contracts.
  • Lead of completing and agreeing all schedules of core CCG/NHSE contracts.

2. Contract Management
  • Oversee the contract management for all CCG/NHSE Contracts ensuring that all Commissioner queries are responded in a timely way
  • Oversee the contract challenges process, ensuring appropriate review to challenge responses and that the right delegated authorities are adhered to.
  • Work closely with the income team to ensure that an appropriate level of provision is held for expected CCG challenges.
  • Work closely with Health Care Groups in the delivery and monitoring of CQUIN performance.
  • To act as the co-ordination point for all Trust communication with Commissioners to ensure the Trust's best interest is maintained at all times.
  • To ensure contractual performance criteria are addressed and monitored and commissioners receive all relevant information in accordance with the contract.
  • To work with clinical leads, service managers and the Head of Performance in ensuring delivery of quality targets are fully embedded within service provision and are appropriately monitored
  • To ensure that the monthly activity and financial information is quality assured before sending to Commissioners and that it is effectively analysed so that the implications for Commissioners, the Trust and each Division and specialty are understood. To advise the Trust of any issues arising and negotiate settlements with Commissioners.
  • Lead on the quarterly and annual close down of commissioning contracts ensuring minimal items get escalated and the appropriate governance around decisions with a financial impact.

3. Contract reporting / forecasting
  • Produce regular contract activity and financial schedules detailing the performance of each contract against contract plan
  • Work with Financial Management teams to ensure Trust-wide activity projections are reflected in contract forecasts.
  • Ensure contract forecasts reflect appropriate provisions for CCG challenges and penalties

4. ICS contract model development
  • Work closely with the Deputy Director of Finance (Strategy and Planning) and Head of Planning in the development of new contracting models within the ICS ensuring appropriate national guidelines and best practice are followed.

5. Management
  • Provide sound professional and technical financial support to Trust Managers.
  • Assimilate complex information or situations requiring analysis, interpretation, comparison of a range of options and to be able to link projects with other initiatives and in cases manage conflicting priorities.
  • To deputise for the Deputy Chief Finance Officer - Strategy and Planning - when appropriate and on occasions represent the Trust at external meetings.
  • To provide cover for colleagues as directed by Deputy Chief Finance Officer
  • To contribute to reviewing and updating departmental procedures and processes with a view to improving the effectiveness of the department and the services provided.

The working hours for this role are Monday to Friday 9.00am to 5.00pm or a variance of these hours. The rate of pay for this role is a band 8d paying £40.76 per hour.
