As a Head of Land and Property Finance at HS2 you will be responsible for maintaining a strong financial controls environment that supports the production of accurate and timely financial information, prompt payments to claimants, and provides central reporting, business planning and analytical capabilities for Land and Property acquisitions and operating expenditure. In addition to managing the direct team, this role is responsible for coordinating resources across the various Land and Property teams in the PMO and Project Controls to deliver in year forecasts and full project financial forecasts.

About the role:
  • To be responsible for recruiting, retaining, developing and leading a strong Land and Property Finance team (taking full accountability for their outputs)
  • To be responsible for developing, maintaining, reviewing and updating a strong internal control environment to ensure integrity and timeliness of period end and year end reporting with complete reconciliations and analysis
  • To be responsible for the delivery of the annual multi-year business planning and budget setting processes and forecasts for Land and Property Capital and Operating expenditure, ensuring that they are affordable and deliverable and provide a key link between the planned acquisition timetable end the programme's critical path activities. This role is responsible for coordinating resources across the various Land and Property teams in the PMO and Project Controls in the delivery of financial forecasts. The budget and in-year forecasting challenge is complex and requires a bespoke approach. This role is therefore responsible for continuously developing and implementing a unique financial control framework
  • To be responsible for leading periodic reviews and the production of reports for the Land and Property Directorate, in addition to conducting review sessions with the CFO and DfT Finance and preparing submissions into the HS2 Board pack. This requires providing strategic insight and trends supported by a detailed understanding of case intelligence
  • To be responsible for undertaking financial analyses and business case evaluations in order to assist the Land and Property Director and their team in controlling budgets and ensuring value for money, drawing upon expert advice when appropriate
  • To be responsible for providing an effective business partner service to the Land and Property Directorate, undertaking reviews and challenges on forecasts and reported variances bringing any significant variances to the attention of the Finance Director and Land and Property Director with recommendations for corrective actions
  • To be responsible for identifying and implementing process improvements that will support full project delivery
  • o be the responsible person for all HS2 Land and Property Finance matters with DfT Finance, including but not limited to, periodic reporting, year end reporting and audit, forecast submissions, cash funding and payments and accounting policies
  • To be the responsible person for the relationship with the National Audit Office for interim and year end audits
  • Supporting the Finance Director in other duties as necessary that may be required

About You:

  • Clear direction - define and prioritise objectives, analyse and assess data, define strategies and provide supporting rationales. Ability to direct both the direct team and also the wider Land & Property teams, PMO and Project Controls in the delivery of key deliverables. To be a champion of robust and effective financial controls
  • Complex problem solving - ability to interpret complex financial data and use it to support decisions and recommendations within the business. This includes the management and planning of multiple workstreams and the competing demands of stakeholders
  • Decision making - ability to gather and analyse information, identify options and apply judgement based on logic, reason, and compliance with accounting standards (current IFRS and FReM understanding required). To make use of a variety of analytical approaches to provide relevant information to a range of stakeholders and decision makers using key facts and data
  • Influencing and negotiating skills - including internal and external stakeholders
  • Effective verbal and written communication skills - communicate effectively with all levels within HS2 Ltd and DfT, adapting any messages as appropriate and being able to interpret and communicate complex financial issues to non-financial colleagues. The ability to produce accurate, timely and informative reports in multiple formats targeted to the needs of the audience
  • IT and systems operations - competent in the use of reporting, analytical and visualisation tools whilst having an appreciation for current and forward-thinking system developments
  • Suitably qualified Accountant with experience of operating at a senior level in a complex environment which may include land and property acquisitions or infrastructure projects
  • Knowledge of accounting systems and the ability to develop and manage off-system analyses and records
  • Demonstrable evidence of implementing and maintaining a strong financial control environment
  • Demonstrable track record of identifying and successfully implementing process improvements
  • Demonstrable evidence of effective leadership and team working, both of a direct team and wider project team
  • Demonstrable track record of providing guidance to senior management to support value for money decision making
  • Experience of managing and or influencing governance forums
