Highways Consents Manager- HS2 Enabling Works

You will undertake & manage the interfaces with all project stakeholders including Consenting requirements to ensure that projects are delivered on program and on budget meeting service performance standards and deadlines

The role will work on the HS2 project. HS2 is the UK's new high speed rail network. It will be a catalyst for economic growth across Britain, freeing up space on the existing railways and connecting 8 out of the UK's 10 biggest cities with fast, reliable and frequent high speed services.
Costain Skanska Joint Venture (CSJV) are delivering the Enabling Works Contract (EWC) programme of works for HS2, across the Southern area, to make way for the main civil and station build contracts. The scope of the EWC South includes demolition, utilities diversions, highways, archaeology, and ecology works over 4-6 years, with an estimated final value in excess of £300m. You will be directly involved in the delivery of the programme of c150 individual projects and will help contribute to skills and employment in the local community, leaving a positive legacy.


•Lean working across main project deliverables - core services, work package services & work package delivery
•Develop and maintain relationships with stakeholders, consent granting bodies, HS2, consultants and supply chain
•Provide technical support to Consents Coordinators & Work Package Managers
•Work with the Work Package Managers (WPM) to identify Consent requirements and Undertakings and Assurances
•Implement early engagement with consenting granting bodies to ensure consents are granted on time
•Submit requests for Consents to the Consent Granting body
•Submit Street Works notices, via Street Manager
•Liaise with operations, bus companies & Highway Authorities to arrange bus stop/parking bay suspensions, road closures, etc. as per Traffic Management requirements
•Monitor and track Consent approvals process
•Investigate and provide information for non-compliance
•Carry out weekly reporting highlighting risk, and update progress of Consents process
•Carry out inspection and audit regime on Consents, U&A's and Third Party requirements
•To carry out any other duties appropriate for a job of this nature

We are looking for:

•Working knowledge of Street Manager/EToN systems (essential)
•Minimum of 2 years' experience in Streetworks Administration
•Experience in London Permit Scheme (LoPs)
•Minimum 2 years working in multi-disciplinary construction projects
•Ability to develop and work to strategic programmes
•Knowledge of working practices of Highway interfaces
•NRSWA supervisor
