About the role:

  • To be responsible for ensuring consistent application of technical assurance auditing processes across delivery;
  • To be accountable for owning and presenting data-based reporting on IPT review performance and observation closeout ;
  • Overall management of the Phase 1 delivery Technical Assurance Audit Schedule
  • To be responsible for ensuring that Technical Assurance Audits are targeted and planned appropriately with risk and performance in mind;
  • Management and Chairing of the Technical Assurance Audits; determination and recording of Observations and corrective actions and recording in HS2 database.
  • Managing the preparation of the Audit files and reports and issue of the formal audit findings to the Contractors and HS2 Ltd attendees;
  • To be accountable for supporting the feedback loop into HS2 technical processes and coordinate with policy owners to ensure HS2 technical processes are always fit for purpose;
  • To have accountability for providing leadership and line management of HS2 Technical Assurance Auditors;
  • To have responsibility for promoting cross-function collaboration across HS2 e.g. Building Information Modelling Configuration, Requirements, Project Management, etc.

Skills:

  • Process Management - Managing complex processes across large scale programmes. Identifying and implementing improvement opportunities within defined parameters and agreements.
  • Decision Quality - Gathering and synthesising information, identifying options and applying sound judgement based on logic and reason, making use of a variety of analytical approaches to provide relevant information to technical and non-technical suppliers, stakeholders and decision makers using key facts and data.
  • Technical Leadership - Able to provide specialist technical support and leadership on all discipline-specific scientific, technical and engineering principles but, knowing when to seek further guidance from Subject Matter Expert or others.
  • Technical Leadership - Able to communicate most discipline-specific technical ideas to colleagues, based largely on examples of application.


Knowledge:
  • Applicable UK construction regulations including CDM Regulations 2015 and CSM-RA.
  • Understanding of the Regulatory/Legislative Framework relevant to HS2.
  • Commercial awareness including understanding of cost delivery, schedule targets and the need to deliver an integrated solution that meets all functional requirements.
  • Principal / Lead Auditor certified with IRCA e.g. ISO 9001:2015 standard
  • Chartered professional of an appropriate professional institution or equivalent experience.


Type of experience:
  • Experience of managing teams of people on large complex major projects/ programmes within a complex infrastructure delivery programme.
  • Experience of managing competing project and engineering demands, with cost and schedule implications.
  • Experience of carrying out quality auditing on large complex major projects/ programmes within a complex infrastructure delivery programme.
