An opportunity has arisen for a Lifting Appointed Person on our Costain United Utilities Managed Service Provider (MSP) Service Desk. The role will cover the region as shown below:

As the Lifting Appointed Person for the MSP Service Desk, you will report into the Technical & SHE Support Team Lead as part of the Service Desk Technical & SHE Support Team. You will require excellent demonstrable experience and capability of the wide variety of lifting operations that are carried out in maintenance and construction activities. You will also require working knowledge of a wide variety of lifting equipment and accessories

United Utilities is a key customer with the Costain Water sector customer with a new Managed Service Provider (MSP) framework contract secured and mobilised by Costain in mid 2019 for an initial period of five years with an option to extend to ten years. Under the contract Costain will provide overall management and delivery of United Utilities' larger-scale water and waste water asset maintenance activities across the entirety of its network, including 96 water treatment and 575 wastewater treatment sites, which serves over six million people in the North West of England.

This contract marks the first time United Utilities has outsourced its maintenance activity as it seeks to drive material efficiency and operational improvements in line with customer expectations and regulatory requirements. Over the duration of the framework the strategic objective is for Costain to leverage the broad suite of Leading Edge capabilities to help United Utilities move from a reactive 'fix-on-fail' approach to a proactive maintenance programme thereby improving the resilience of its assets and environmental outcomes whilst ensuring continuity of supply and consequently lowering costs for its customers.

The MSP contract involves the management and provision of 24x7 maintenance support across UU and thus is an extremely high profile service operating at the heart of the client's business.

The role is predominantly based at the UU head office in Lingley Mere, Warrington - with travel to operational sites across the region on a periodic basis.

What will I be doing?

You will be responsible for reviewing and coordinating multiple subcontractors' lifting operations across a wide range of operational sites as well as being responsible for any directly managed lifting operations if required. The role predominantly involves reviewing and auditing subcontractors lift plans and lifting operations to ensure compliance with regulations, industry standards, project procedures and the latest best practice. You will be supported by the MSP Lead Lifting Appointed Person and MSP Service Desk Temporary Works Coordinator to ensure all elements of lifting operations are adequately managed.

This role is essential to the successful delivery and assurance of technical and safety, health, and environmental (SHE) procedures across the MSP's core workstream. You will be part of a small team, integrated within the MSP Service Desk Team, providing technical and SHE support to MSP Service Desk projects as required. This team is key to ensuring Costain delivers all works safely through our supply chain and in accordance with procedures and legal obligations. The core workstream includes planned and reactive maintenance projects and is a fast-paced delivery environment with significant customer interface. This role is vital to ensure efficient planning and delivery of the customer's requirements and expectations.

Key Responsibilities:
  • Lead and take control of the management of lifting operations for all MSP Service Desk projects.
  • Liaising with the United Utilities site lead to ensure lifting operations are adequately planned accounting for all environmental factors.
  • Liaising with the supply chain to ensure all lifting operations are adequately planned and the required supervision is in place.
  • Liaising with teams on the MSP framework to advise and contribute to lifting solutions.
  • Categorisation of lifts, devising lifting methods, equipment, and accessory selection, then planning and producing lift plans.
  • Planning and management for any directly managed lifting operations including procurement and maintenance of lifting accessories and lifting equipment.
  • Reviewing and auditing lift plans produced by others in the lifting team or by subcontractors.
  • Issuing permits to lift.
  • Briefing the lifting teams on the planned works, any potential interfaces and the control measures and ensuring understanding is tested and recorded.
  • Monitoring and inspection of lifting operations.
  • Keeping all records and registers up to date including of inspections, lift plans and briefings.
  • Ensuring all lifting operations are suitably covered by appropriate temporary works assessments.
  • Keep abreast of best practice developments in the lifting professional and/or industrial field and communication of these through the lifting team and supply chain.
  • Set the highest example for health and safety requirements.
About you

You will be currently working as a Lifting AP, or Agent / Senior Agent with experience of managing and planning lifting operations.

Qualifications, Skills and Experience:

  • CPCS Appointed Person: Lifting Operations A61 blue card
  • CSCS health and safety card appropriate to job role
  • Experience in planning and implementation of lifting operations - mobile cranes & lorry loaders
  • Microsoft Office literate
  • Knowledge of LOLER1998, BS7121 & industry best practice guidance (e.g. CPA guidance)
  • Ability to visit multiple operational sites across United Utilities region
  • Slinger/Signaller or Crane Supervisor experience
  • Experience in planning and implementation of lifting operations - excavators and fixed lifting gantries
  • ALLMI Appointed Person
  • NPORS Appointed Person (N401)
  • CITB Temporary Works Coordinator or Temporary Works Supervisor qualification
  • Temporary works experience including outrigger mat sizing and foundation design
  • Comfortable in use of AutoCAD (2D)
