HS2 require that defect surveys are undertaken to capture the true condition of properties which are affected by the works, immediately prior to construction. Every property within the 10mm settlement contour and every listed property within the 1mm settlement contour will require a defect survey to be completed. This survey must be undertaken between 3 months and 2 weeks prior to construction.

Works are to be undertaken in line with the HS2 Works Information, WI 4500 Employer's Works Specification - Instrumentation and Monitoring (1MC01-HS2-PR-ITT-000-001167), and Information Paper C3 on Ground Settlement. A total of just under 5,200 individual properties have been identified as requiring a survey. These range from small residential flats and houses to large industrial and commercial units. It also includes around 100 monuments which lie within the zone of impact of the works. Survey works are scheduled to commence in August 2020 and finish in January 2025. Due to the nature of these works, the number of surveys builds up slowly as construction works begin and they reach a peak when tunnelling works commence. The primary role will be to manage the subcontractor and ensure that the survey works are planned and undertaken in line with the contract and within the inspection window described.

There will be significant interface and engagement required with the SCS Area Construction Teams, the Planning Teams and with the Community Engagement Teams who will be managing access across the areas.
The Package Manager for WP166 will report to the Engineering Manager.

Key Responsibilities of the Package Manager for WP166

  • Review of tender submissions and assist procurement team in the appointment process
  • Manage the subcontractor once they have been appointed
  • Liaise with Construction Teams, Planners and Community Engagement Teams to co-ordinate survey access
  • Liaise with the commercial team
  • Programme the work with the subcontractor in accordance to the latest construction programme; surveys must be carried out and reports submitted to SCS between 3 months and 2 weeks prior to construction
  • Maintenance of the survey database


  • Input to Project Construction Phase Plans and Emergency Plans to include the defect survey works and any other applicable project wide documentation
  • Input into the Access and Engagement Plan for defect survey works
  • Maintenance of the survey database for defect survey works
  • Review and acceptance of the subcontractor's programme
  • Management and review of Risk Assessments, Templates and Task Briefing Sheets for the defect survey works
  • Production and management of a Task Information Delivery Plan (TIDP) for the defect survey works
  • Management and review of defect survey reports
  • Participating, including chairing, weekly meetings, monthly progress meetings with the subcontractor
  • Participating in community engagement events and stakeholder meetings as required by the Community Engagement Teams

Required qualifications, skills, behaviours and attributes

  • Degree (or equivalent) in relevant engineering discipline
  • Previous experience managing building survey works on large infrastructure projects

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 Main Civils Contracts which include both Lots S1 (Euston Tunnels & Approaches) and S2 (Northolt Tunnels).
