The Procurement Team is looking to recruit a Procurement Category Manager. You will lead the procurement and contracting of goods and services, including supplier relationship management and strategic category management. The Procurement Category Manager will develop, review and implement procurement procedures to obtain the best value, ensuring value for money and the efficient deployment of resources

The Procurement Category manager will:

  • Look after Digital and Technology (D&T), Finance, Legal and Research Funding, being D&T the area with most procurement activity

  • Ensure development and adoption of best practice procurement strategies, systems and procedures in support of departmental objectives

  • Drive the strategic procurement agenda, working proactively with budget holders to ensure resources are managed in a way which is commercially effective

  • Own and implement strategic category plans which align with and enable delivery of departmental strategy

  • Ensure procurement process is compliant with policy and engage budget holders to schedule internal training as necessary

  • Manage the end-to-end procurement process for key service contracts including supplier evaluation, tender invitation, tender analysis, negotiation of commercial terms and contract implementation

  • Support the development of specifications, RFIs and RFPs in collaboration with department managers and stakeholder departments as appropriate

  • Review and revise existing contractual terms and conditions, develop a suite of standard forms of contract where practicable

  • Manage relationships with the supply chain to leverage spend, reduce costs, and mitigate commercial and legal risk

  • Initiate supplier business reviews to measure and report performance levels, identify development areas and determine corrective actions for improved performance delivery

  • Support the development, management, control and adherence to departmental project and operational budgets

  • Review and advise on the development of business cases for departmental projects, and to monitor the realisation of associated benefits

  • Champion continuous improvement and procurement best practice

  • Be the owner of the risk and control environment for your area and be accountable for the quality of you and your team's outputs

  • Contribute to the creation and development of a diverse and inclusive culture across the organisation, collaborating across departments

Skills and Experience:

  • Experience in the procurement of indirect goods and services in the private sector

  • Experience working within the categories aligned to the role, ideally in IT

  • Experience of creating and deploying category plans and strategies

  • Demonstrated ability to work as a true business partner within a commercial environment

  • Contract development and negotiation

  • Ability to create and implement category plans from end to end

  • Well-developed presentation and communication skills with stakeholders at all levels

  • Strong stakeholder management skills, with an ability to engage and influence internal and external clients

  • Strong analytical and negotiation skills

  • Project management skills

  • IT literate, proficient in MS Office suite

  • Desirable: CIPS qualified
