CMDP Is a joint venture between Costain & MWHT and will deliver a range of schemes to maintain and improve Southern Water's water supply and wastewater treatment works in the eastern half of its region (Kent & East Sussex)

The Joint Venture was set up in 2005 specifically to execute the 5 year (2015 - 2020) AMP6 Delivery Partner East Programme that has been now been extend for a further 5 years to deliver AMP7 Delivery Partner East Programme. The contract extension to 2025 has an approximate value of £300M.

The individual projects are design and construction of improvements to clean water and dirty water treatment plants, including pumping station and sea outfalls. Individual projects within the programme will range in value from £250K up to £20M. The work content is both heavy civil engineering and mechanical and electrical activities.

Candidate Profile

We are looking for a self-motivated leader to drive the procurement and supply chain management of the CMDP framework, delivering efficiency to meet our Clients affordability challenge via smart procurement, supply chain management and engagement with stake holders and the wider water industry.

Role Purpose

Provide procurement & supply chain leadership and management for the CMDP programme with accountability for the procurement department. Developing the wider procurement and supply chain strategy for the AMP7 programme whilst maximising efficiency and cost effectiveness, building strong long term relationships with the supply chain, identifying threats to the CMDP programme performance, and ensuring products are delivered on time. Integrating with Southern Waters procurement team in representing the interests of CMDP whilst supporting the Client in delivering the AMP7 Programme within Client budgets.

What will I be doing?

Key Tasks & Responsibilities

Reporting to the Commercial Director, tasks will include: -
  • Direct management of the procurement team.
  • Supporting the CMDP business in driving initiatives and process to deliver procurement at pace.
  • Monitoring the effectiveness & performance of the supply chain to develop lessons learned to support supply chain performance improvements.
  • Manage & host weekly/monthly business to business meetings with supply chain.
  • Undertake expediting visits to suppliers works to ensure timely delivery to meet project programmes.
  • Provide supply chain performance data to the CMDP leadership team to inform delivery strategies.
  • Provide support to the CMDP estimating team on pricing, performance & availability of products and sub-contractors.
  • Provide constructive feedback to the estimating team from supply chain performance data and lesson learnt.
  • Provide procurement support to the CMDP commercial team.
  • Liaise with the Clients procurement & commercial team.
  • Take a lead role in the Clients Integrated Supply Chain Group representing the interests of the CMDP team.
  • Provide "Heat Mapping" of supplier capacity in the framework and wider water sector.
  • Review the procurement processes and procedures to improve performance.
  • Ensure the delivery & commercial teams complies with the Framework Supply Chain strategy for AMP7.
  • Monitor the marketplace to identify threats to the CMDP framework from supplier insolvency or other external factors, such as Brexit.
  • Inform the design team on innovations in products and new technologies.
  • Be proactive in self-development and professional qualification.
  • Assist in the development of the procurement team.
  • Conduct performance reviews of procurement team.
  • Carry out sub-contractor performance reviews on allocated sub-contractors.
  • Contribute to a positive working environment of co-operation, trust, partnership, open communication and honesty, help to ensure the procurement & supply chain function remain focussed on delivering the objectives of the client and the CMDP team.
  • Work to the goal of making the programme a rewarding experience for all parties involved.
  • Support new ways of working to drive improved productivity and efficiency.

  • Be professional, proactive and transparent in approach.
About you

Experience, Education and Professional Membership:
  • Working towards or have chartered membership of a recognised institution
  • Degree or equivalent Qualification level
  • Have knowledge of NEC3/4 Option C or other target cost forms of contract
  • Extensive experience of the UK water sector
  • At least 5 years' experience in leading role
  • Experience of managing and developing an individual or small team
  • Ambitious and dynamic personality
