This role sits in the Analytics and Insight team within PAI. This team is responsible for providing analysis and insight on HMRC people data. Activity within PAI includes, modelling, forecasting, optimisation and primary quantitative and qualitative research.

Responsibilities
Understand HMRCs HR Business need for sound research to deliver people insight and analytics to enable HMRC to shape its future through evidence-based decision-making.

Work with a project lead to interpret user and business needs, ensuring research outcomes are aligned with service vision and business strategy.

Facilitate collaboration and effective communication with all senior officials to support design, build and deliver to meet the user needs.

Interpret user and business needs into research requirements.

Work in an agile way to define, build and deliver research projects.

Take personal responsibility for delivering a variety of projects, ensuring that business needs are met.

Challenge constructively and act as a critical friend to achieve solutions that are fit for purpose.

Undertake measurement activity to evaluate the effectiveness of CPO programmes.

Essential Criteria:

Experience of designing research materials e.g. surveys, interview depth-guides, focus group guides.

Experience of using statistical software packages such as SPSS or R.

Experience of qualitative data collection and analysis.

Stakeholder engagement skills.

Project management skills.

Degree level, equivalent qualification in a numerate or related subject, or recent experience working in an social research environment.

Experience of disseminating research findings to a variety of audiences or skills in promoting the value of research and analysis.

Experience of two or more of the following techniques - Evidence Reviews, Impact or Process Evaluation, Survey Design and Implementation, Qualitative research methods, Benchmarking.

Desirable:

A willingness to develop skills in SAS and R.

The design of evaluation frameworks, metrics and key performance indicators.

Skills in designing dashboards and using Qualtrics or other survey programming software.

These offices will be located in central locations in the following towns and cities close to accessible transport links: Glasgow, Edinburgh, Belfast, Newcastle, Leeds, Liverpool, Manchester, Nottingham, Birmingham, Bristol, Cardiff, Croydon and Stratford. Our Regional Centres in Croydon, Bristol and Belfast are already operational.

In addition, there will also be a small number of specialist sites where the work cannot be done anywhere else, in Gartcosh (near Glasgow), Telford, Ipswich, Worthing and Dover, as well as our headquarters in central London. Whats more, our Welsh language service has people located in Porthmadog, as well as Cardiff.

We are letting you know about our future plans because if you are recruited into an office that is not one of these locations, you will be expected, subject to HM Revenue and Customs applicable policies, to move to one of these locations in the future. In some cases, this will be via one of our nine transitional sites.

If you are not a current civil servant, you will not be eligible for financial assistance for your move to the regional centre or a transitional or specialist site.

Terms and Conditions
