As a Senior Communications Manager at HS2 you will be responsible for developing and co-ordinating integrated communications campaigns and projects that support programme delivery for HS2, build confidence in the HS2 programme and enhance the reputation of HS2 Ltd.

You will lead the co-ordination of external and internal key messages, narrative development and content for HS2's key campaigns and communications projects, aligning our media, community engagement, public affairs, digital and web, and internal communications teams to achieve agreed campaign objectives and KPIs. You will also act as the central hub and key interface for campaign and projects across Hs2, the supply chain and key stakeholders.

About the role:

  • Work with the Head of Campaigns to continuously develop Hs2s approach to the development of high profile, fully integrated, multi-channel, multi-audience campaigns that can operate at both a national and local level.
  • Lead the development of campaigns and communications plans that are: aligned to the Directorate's strategic priorities; informed by insight; seek to drive change in awareness, perception and behaviours; and set out clear metrics that are tracked during the lifespan of each campaign/communications project.
  • Work with the Head of Campaigns and the SSE Directorate to ensure our combined efforts and resource, across media, public affairs, digital and web, internal, community engagement and creative services are focused on the delivery of Hs2's communications campaigns.
  • Establish and lead working groups across the Directorate and business to ensure collaboration and co-ordination of campaign messaging, content and deliverables.
  • Own the development of engaging, creative consumer content and messaging that can be used across and variety of channels and audiences.
  • Working with Creative Services, oversee the editorial direction, design, production and distribution of campaigns and communications collateral.
  • Build strong relationships with senior executives, directors and colleagues within HS2 and across the JV community and supply chain, working with them collaboratively to gain buy-in and support for our key campaign and communications territories.
  • Identify key milestones within the business and create and co-ordinate campaigns plans to maximise their impact.
  • Establish and build positive working relationships with key external partners and organisations in the development of our campaigns with the objective of building support and credibility through the utilisation of third party expertise, networks and channels.
  • Manage the budgets for specific campaigns, ensuring that any spend over £100k is approved by the Cabinet Office and that as a public funded organisation all spending delivers value for money for the taxpayer.
  • Agree, monitor and deliver against a challenging set of SMART KPIs to ensure campaigns meet Directorate objectives and contribute towards the overall favourability of the project.
  • Ensure that all campaign and communications plans are aligned to the Government Communication Service campaign framework and OASIS model.
  • You will be expected to actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.


About You:
  • Experience of working within an integrated Corporate Affairs function delivering joined-up internal and external communications programmes.
  • Experience using new and innovative communication channels - Facebook, LinkedIn, Instagram and Twitter.
  • Experience of managing external communication agencies and contractors.
  • Experience of team management across multiple projects or work streams.
  • Experience of providing communications advice at a senior leadership level across an organisation.
  • Experience of managing political ambiguity within project work-streams.
  • Experience of crisis management and/or major incident communications.
  • Experience of communications and financial/budget planning.
  • Knowledge of Government/Whitehall communications process and practices (GCS and OASIS models) and ability to write robust campaign and communication plans aligned to GCS and OASIS models.
  • Development of audience led content across a range of communications channels.
  • Ability to influence, build support and gain buy in from a range of internal and external stakeholders.
  • Planning, budget, project management skills with a ability to manage multiple projects at a time.
  • Advisory skills (including giving communications advice to senior managers).
  • Proven ability to grasp, understand and promote complex and sensitive issues in a persuasive way to different audience groups.
  • Ability to identify meaningful KPIs that will intelligently measure the impact of communications activity and evaluate outcomes with continuous learning and improvement.
