The Regional Delivery Partnership is a framework contract with Highways England for the development, design and construction of capital road projects that form part of the Regional Investment Programme during Road Period 1 (2015 to 2020) and Road Period 2 (2020 to 2025). The Costain Jacobs Partnership were awarded two lots; Lot 7 (East Region) & Lot 8 (North Region).

This vacancy relates to Lot 8 for the delivery of 3 schemes along the A1 corridor in Newcastle and Northumberland, with combined scheme budgets in excess of £550M.

A1Scotswood to North Brunton - Construction March 2020 - late 2022

A1 Birtley to Coal House - Construction March 2021 - late 2023

A1 in Northumberland - Construction March 2021 - late 2024

This vacancy relates to Lot 8 for the delivery of 3 schemes along the A1 corridor in Newcastle and Northumberland, with a combined value of approx. £400M and due to be constructed from March 2020 through to 2023

The current vacancy is on the A1 Birtley to Coal House scheme in Gateshead, which involves 4.5km of online improvements of the existing A1 including an off line section with a new 3 span viaduct spanning the East Coast Main Line (ECML) at Allerdene. The scheme includes the reconfiguration of OLE above 4 running lines, the construction of the new 3 span viaduct and the subsequent demolition of the existing Allerdene Bridge.

The current early works are being undertaken in Leeds but will move to the north east early in 2021. It is essential that applicants are willing to travel to and work in the north east.

What will I be doing?

Main Responsbilities
  • Working with an integrated team of Costain and Jacobs personnel to develop the detailed design, delivery and handover of the allocated schemes.
  • Supervising Engineering and Enabling Works on the ECML under Rules of the Route Possessions (predominantly weekends) and potentially during Christmas blockades for major work activities such as Demolition
  • Work with the team to incorporate buildability considerations into the developing design from April 2020. (initially Leeds or homebased based until early 2021)
  • Develop the construction phase methodology, planning and sequencing to support the development of the detailed programme and budgets with the Senior Rail Agent.
  • Preparation and development of work package plans for elements of works interfacing with Network Rail
  • Engage with key external stakeholders such as Network Rail regarding the approval or work package plans
  • Provide input into and the preparation of Temporary Works Design Briefs, and Form 2/3 submissions to Network Rail
  • Management of site works including the preparation of short term programmes, management of a team of engineers, control of quality and materials etc.
  • Develop strategies for the delivery of the works considering access and logistic constraints
  • Package management of subcontractors (ie OLE and Demolition)
  • Engage with all stakeholders to identify and resolve design and technical queries
  • Management and review of safe systems of work including RAMS, Work Package Plans, Permits, etc.
  • Active participation in project improvement (including innovation, SHE and quality)
  • Ensure that records of work done are kept including site diaries, output monitoring, progress reports, quality documentation etc.
  • Build effective relationships and develop junior staff

About you

Person Specification
  • Civil Engineering related qualification (HNC, HND, BSc MSc, BEng, MEng).
  • Valid Network Rail PTS qualification.(preferred)
  • Minimum 5 years' experience delivering infrastructure projects including complex or sensitive structures.
  • Site Management Safety Training Scheme SMSTS.
  • Other relevant training (preferred includes Appointed Person, relevant lifting training and temporary works co-ordination) to be listed on CV.
  • Good written and oral communication skills.
  • The ability to manage and control cost
  • Willing to mentor and develop junior staff
  • Experience in some or all of the following:
  • Network Rail interface management: production of documentation required by Network Rail for project planning and delivery; appreciation of possession working and the specific requirements and timeframes.
  • Work in environmentally sensitive sites.
  • Sheet piling, bored piling, OLE installation and modification, temporary works, demolition.
