The Joint Venture was initially formed in 2015 to deliver the 5 year (2015 - 2020) AMP6 (Process) Programme in South East England (East Sussex and Kent) for Southern Water. The Delivery Contract was worth £200 million over 5 years.

The success of this partnership means that CMDP have been awarded a follow- up contract of AMP 7, delivering a range of schemes to maintain and improve Southern Water's water supply and wastewater treatment works in the eastern half of its region (Kent & East Sussex).

What will I be doing?

Role Purpose: To provide commercial management for single project or portfolio of projects. Provide contractual and commercial support to the Construction Delivery Leads from Target cost setting through to final completion of project. To manage Quantity Surveyor and/or Assistant Quantity Surveyor team delivering projects. To hold commercial responsibility and accountability for the schemes in the portfolio.

Principal accountabilities:
  • To be responsible for the financial performance of a Project or Portfolio of Projects on Southern Water AMP7 Programme.
  • Work alongside the CMDP Delivery Leads accountable for the profit / loss for a portfolio of projects
  • Provide contractual Leadership, direction and assistance to the DL and commercial team on the project or portfolio of projects.
  • Supporting the TEAM driving initiatives through the projects to yield the efficiency targets imposed by SWS and yield gain share for CMDP.
  • Monitoring efficiencies yielded by innovation.
  • Providing constructive feedback to the estimating team.
  • Liaise with Employers commercial team & client team.
  • Oversee / Produce monthly cost reports, forecasts, and Contract Budget reports including full cost control
  • Review value management / value engineering exercises
  • Accurate cost profiling to advise client on anticipated spend
  • Assist Programme Commercial Manager in developing and implementing commercial strategies across the Programme
  • Ensure that the commercial team complies with the Framework Supply Chain strategy for AMP7
  • Produce and monitor Commercial / Contractual correspondence and issues to reflect CMDP best practice.
  • Oversee whole end to end process of Subcontract administration from enquiries & initial placement of order to final account and Completion including negotiation of price, contract terms and final account
  • Assist in management / training of the overall commercial team
  • Ensure the projects you are responsible for are on time / budget
  • Monitor cash to ensure payments made on time to CMDP
  • Provide commercial & contractual advice and support to rest of team
  • Liaise with design, construction and supply chain teams to capture, analyse and control cost
  • Manage early warnings and change control / compensation events for portfolio of Project
  • Ensure appropriate commercial records are maintained
  • Assist in the preparation and agreement of applications for payment
  • Be proactive in self-development and professional qualification
  • Assist in the development of Quantity surveyors, assistant QS and graduate QSs
  • Carry out sub-contractor performance reviews on allocated sub-contractors
  • Constant review of systems to identify improvement for the CMDP business
  • Deputise for the Programme Commercial manager as and when required.
  • Advise the Programme commercial manager on commercial staff requirements for projects/portfolio.
  • Assist Programme Commercial Manager in carrying out commercial staff performance reviews for that team

About you

Experience, Education and Professional Membership:
  • Working towards or have chartered membership of a recognised institution
  • Degree or equivalent
  • NEC3 or other target cost contract experience
  • At least 5 years' experience in civil engineering
  • Experience of managing and developing an individual or small team
  • Ambitious and dynamic personality.
