Brief Description

Job Purpose

To deliver group reward and pensions policy and practice in line with Network Rail reward and pension framework.

Focus on implementation and development of reward, benefits and pension programmes within the Network Rail Shared Services payroll team.

Lead a team of pensions, reward & benefit payroll professionals within Network Rail Shared Services.

About the role (External)

Key Accountabilities

1. Business Partner with NR Pensions and Reward to deliver a timely and accurate operational payroll expertise for Network Rail Shared Service, in relation to RPS, Care & NRDC pension schemes.

2. Lead a team of experienced payroll reward & benefits administrators responsible for implementation of reward & benefits programmes and annual reward projects (Pay Award, PRP, Flexible Benefits & Annual Pension events).

3. Deliver smooth implementation of key reward and performance processes as per the Network Rail Shared Services calendar (e.g. pay review, pensions auto enrolment re-assessments, performance related pay, annual incentive plan, flexible benefits, death in service, severance etc)

4. Deliver group reward continuous improvements and efficiencies in line with local collective agreements on reward & benefits.

5. Reporting to the Head of Payroll Strategy as technical support providing expert advice and guidance on the impact of employment and financial legislation changes (i.e. Head of Reward and HR Directors in respect of Pay Award & PRP, Head of Pensions in respect of pension changes and processing) which will impact the reward and benefits and pensions agenda and its terms & conditions.

6. Direct the payroll team (Reward & Benefits and Pensions) to deliver all work activities consistent with, relevant legislation and corporate activities, shared service and Network Rail procedures, centre of excellence principles and corporate risk assessments.

7. Establish good practice with regard to contingency planning, application of European, national legal directives, the use of technology and apply to the business accordingly

8. Operate within the pre-agreed control framework; embed a control mind set amongst all stakeholders to reduce risk and control costs. Continually reviewing the framework for adherence, where gaps are identified, take personal ownership to define, socialise and embed improvements.

9. Develop and continually improve relations with key stakeholders (Head of Reward & Benefits, Head of Pensions, HR Directors and Industrial Relations), define and embed a customer centric culture where all team members consider the impact on customers and their future requirements.

10. Direct the payroll team (Reward & Benefits and Pensions) to maximise individual employee performance. Set, monitor and assess individuals against SMART objectives. Support team member development through regular coaching and balanced feedback and guaranteeing all team members have a Performance Development Plan.

Job Skills, Experience and Qualifications

Essential

• Extensive experience in payroll, in particular pension & reward matters

• Degree or post grade equivalent in Human Resources/Reward & Benefits (MCIPD)

• Proven experience in providing expert advice and guidance in Reward & Benefits and Pensions

• Significant experience of managing teams in a complex regulatory environment manging multi contract variations

• Exceptional customer focus/engagement/stakeholder management skills

• Proven influencing, networking and stakeholder management skills at senior management level.

• Exceptional analytical and accounting skills

• Experience of delivering continuous improvement programmes

• Excellent communication skills

Desirable

• Experience of wider payroll processes (HMRC reporting Tax & NIC etc)

• ORACLE eBusiness Suite experience or similar

• Member of Chartered Institute of Personnel and Development (MCIPD)
