We are looking for an experienced SHE Advisor to assist in mobilisation of the Construction Management Organisation and ensure the safe delivery of the contract scope.

Cadent is the UK's largest Gas Distribution Company, operating 4 of the 8 UK Gas Distribution Networks (East of England, London, North West and West Midlands). Their service spans over 131,000 kilometres of pipes supplying to 11 million homes & businesses. They also operate the Gas Emergency Helpline for the whole of the UK.

Cadent's Investment Programme is a critical part of their business, accounting for approximately 60% of the operational workload. The activities includes core mains and service replacement, customer diversions and reinforcement works.

Cadent has tendered a change from a traditional Tier 1 Utilities Contractor framework to a direct relationship with its Tier 2/ 3 supply chain. However, these key operational activities will be managed by a new Construction Management Organisation (CMO) on Cadent's behalf who will also undertake Principal Designer and Principal Contractor duties. Costain is the preferred bidder for the East of England Construction Management organisation (CMO) and as the Client's agent, develop and optimise the Network Investment Programme, scheduling and resourcing the agreed programme, manage 3rd parties, stakeholders, permits and approvals, manage/ supervise/ support the delivery by Cadent's Local Delivery Partners (tier 2 & 3 contractors) and manage all customer relations for an incentivised 10-year contract. The CMO will also undertake Principal Designer and Principal Contractor duties.

What will I be doing?

Key Accountabilities
  • Understand the Company and Client Health & Safety and Environmental (SHE) Policies and Processes and statutory requirements as they affect the company's operations and ensure that the requirements are implemented.
  • Provide operational and functional management advice on the practical implementation of the company's SHE policies and processes including external stakeholders such as customers if necessary.
  • Assist SHE Managers and Contract Management in understanding of stakeholders (internal and external) aims, priorities and risks with regards to SHE
  • Assist, where needed, with the development of Health, Safety and Environmental Management plans if applicable and coordination of review
  • Provide operational and functional management with advice on the prevention of accidents, incidents and ill health
  • Assist in the development, management, implementation and monitoring of the Safety, Health and Environmental Management System
  • Undertake and/ or assist SHE Managers and/or Contract Management in establishing, managing and maintaining relationships with external stakeholders such as local authorities, HSE, EA, and others as required and directed
  • Assist with and undertake SHE surveillance including audits and targeted risk monitoring inspections. Participate, as requested, in SHE audits
  • Encourage proactive use of the techniques and principles learnt within the Company's behavioural improvement programme to enhance what we do and help create a culture where we are continually improving our health and safety performance
  • Participate in the review and acceptance of risk assessments and safe systems of work
  • Undertake and/or assist with the monitoring, analysis of and reporting of SHE performance. Utilise data to highlight areas of further consideration, evaluation and intervention
  • Assist in the preparation and delivery of SHE training/ briefings, as directed
  • Assist and/ or manage the investigation of accidents, incidents, dangerous occurrences, near misses and other incidents as directed
  • Maintain own level of knowledge and competency in relations to SHE Management and responsibilities including appropriate qualifications and professional membership
  • Promote best practice, capture best practice and ensure it is fed-back into the business
  • Set standards and lead by example in the management of SHE
  • Liaise with the other members of the SHE Team and the wider organisation with regards to SHE
About you
  • NEBOSH Construction Certificate or equivalent
  • 3 years relevant SHE Experience
  • Experience within Gas industry
  • Valid EUSR Safety Passport
  • Strong communication and interpersonal skills.
  • The ability to thrive in pressure situations
  • The ability to empathise and communicate with people
  • Excellent organisation, communication and time management skills
  • Can work on own initiative when required
  • Experience in coordination of engagement with multiple stakeholders
  • Knowledge and practical experience in environmental legislation and auditing applicable to Street Works
  • Has understanding and practical experience in the production and implementation of Safe Systems of Work
  • Full UK Driving Licence
