Strategy Manager (Community and Stakeholder Engagement)

As a Strategy Manager in the Community and Stakeholder Engagement team at HS2 you will be responsible for the development, monitoring and delivery of HS2 community engagement strategy, ensuring close collaboration across the wider Community Engagement Directorate, HS2 and its stakeholders and partners.

About the role:

  • Manage and support the coordinated development and implementation of Community Engagement strategy, including monitoring and reporting on the delivery of the strategy
  • Work with the Community Engagement team and stakeholders to set the engagement direction and scope and supporting arrangements to ensure a structured and collaborative approach to engagement initiatives.
  • Support the management of strategic relationships with key stakeholder organisations, such as the Department for Transport, HS2 Board, HS2 Executive and Government departments, including managing relationships directly as appropriate.
  • Support HS2 to understand its stakeholders, their motivations and interests. Collect and distil stakeholder research and conduct new research as necessary. Ensure that external trends are reflected in our strategies and that these are informed through an in-depth understanding of motivational research and audience understanding.
  • Support HS2 staff, suppliers and the Community Engagement team in having access to global best practices and information required to develop appropriate engagement strategies. Spot areas of best practice or trends that require attention - and support teams to act upon insights promptly.
  • Support regular reporting on HS2's engagement performance - developing performance reporting and monitoring progress regularly.
  • Develop planning, monitoring and reporting of risk, audit, undertakings and assurance for the community engagement directorate.
  • Support regular provision of high quality management information to the Engagement Strategy Team, Community Engagement Executive Team and HS2 Executive and Board.
  • Prepare executive level briefs, reports and presentations for internal and external stakeholders.
  • Actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.


About You:
  • Ability to engage engaging a range of stakeholders both within the public and private sectors, on projects or policy areas of comparable scale, scope and complexity.
  • Ability to develop and deliver performance monitoring and reporting arrangements in a complex and demanding environment.
  • Ability to programme manage and deliver audit and risk monitoring and reporting.
  • Ability to balance the interests of timely and accurate delivery with advocating for the community in an honest and transparent manner.
  • Effective communication skills including presentations, stakeholder management and networking skills, verbal communications and interpersonal skills.

  • Understanding ofof high quality performance management and reporting.
  • Knowledge of Management and monitoring audit and risk programmes and recommendations.
  • An understanding and experience of developing important stakeholder relationships within the context of local community engagement and local politics.

Type of experience:
  • Experience of developing and delivering strategic stakeholder management arrangements in large and complex environments.
  • Experience of successful delivery in a maturing environment against challenging timescales and developing requirements.
  • Experience of providing counsel across an organisation on community engagement, and performance monitoring and management.
  • Experience of working in a political and/or regulated environment/sector.
