An opportunity has arisen for a Temporary Works Coordinator (TWC) on our Costain United Utilities Managed Service Provider (MSP) Service Desk. you will hold CITB Temporary Works qualification and have experience managing temporary works in a multi discipline construction environment. The role will cover a wide region as shown in the image below:

As the Temporary Works Coordinator for the MSP Service Desk, you will report into the Technical & SHE Support Team Lead as part of the Service Desk Technical & SHE Support Team.

You will require an excellent working knowledge and demonstrable experience of the management of temporary works in accordance with BS 5975. You will be responsible for the management of multiple items of temporary works, predominantly scaffolding and crane outrigger foundations, and the assurance of our supply chain in their delivery and management of temporary works. You will be supported by the MSP Lead Temporary Works Coordinator and MSP Service Desk Lifting Appointed Person to ensure all elements of temporary works are adequately managed.

United Utilities is a key customer with the Costain Water sector customer with a new Managed Service Provider (MSP) framework contract secured and mobilised by Costain in mid 2019 for an initial period of five years with an option to extend to ten years. Under the contract Costain will provide overall management and delivery of United Utilities' larger-scale water and waste water asset maintenance activities across the entirety of its network, including 96 water treatment and 575 wastewater treatment sites, which serves over six million people in the North West of England.

This contract marks the first time United Utilities has outsourced its maintenance activity as it seeks to drive material efficiency and operational improvements in line with customer expectations and regulatory requirements. Over the duration of the framework the strategic objective is for Costain to leverage the broad suite of Leading Edge capabilities to help United Utilities move from a reactive 'fix-on-fail' approach to a proactive maintenance programme thereby improving the resilience of its assets and environmental outcomes whilst ensuring continuity of supply and consequently lowering costs for its customers.

The MSP contract involves the management and provision of 24x7 maintenance support across UU and thus is an extremely high profile service operating at the heart of the client's business.

The role is predominantly based at the UU head office in Lingley Mere, Warrington - with travel to operational sites across the region on a periodic basis.

What will I be doing?

This role is essential to the successful delivery and assurance of technical and safety, health, and environmental (SHE) procedures across the MSP's core workstream. You will be part of a small team, integrated within the MSP Service Desk Team, providing technical and SHE support to MSP Service Desk projects as required. This team is key to ensuring Costain delivers all works safely through our supply chain and in accordance with procedures and legal obligations. The core workstream includes planned and reactive maintenance projects and is a fast-paced delivery environment with significant customer interface. This role is vital to ensure efficient planning and delivery of the customer's requirements and expectations.

Key Responsibilities:
  • Lead the management of temporary works from conception through to dismantle for all MSP Service Desk projects in accordance with BS 5975 and MSP procedures.
  • Appointment of Temporary Works Designers and Design Checkers, as appropriate.
  • Categorisation of all temporary works, ensuring adequate design and design checks are completed, supervision and assurance of installation of temporary works, ensuring required temporary works permits are issued by competent individuals.
  • Auditing and assurance of the supply chain to ensure sufficient management of temporary works on site and all required documentation is completed.
  • Ensuring all scaffold installations are suitably covered by appropriate temporary works assessments and permits.
  • Ensuring all lifting operations are suitably covered by appropriate temporary works assessments and permits.
  • Maintaining the MSP Service Desk projects Temporary Works Register.
  • Liaising with the United Utilities site lead to ensure temporary works are adequately planned accounting for all environmental factors.
  • Liaising with the supply chain to ensure all temporary works are adequately planned and the required supervision is in place.
  • Liaising with teams on the MSP framework to advise and contribute to temporary works solutions.
  • Procurement and maintenance of temporary works equipment as required.
  • Keep abreast of best practice developments in the temporary works professional and/or industrial field and communication of these through the delivery team and supply chain
  • Set the highest example for health and safety requirements
About you

You will be operating as a temporary works coordinator, or as an agent / senior agent to be successful in this role.

Qualifications, Skills and Experience:

  • CITB Temporary Works Coordinator qualification
  • CSCS health and safety card appropriate to job role
  • Experience managing and coordinating temporary works as a temporary works coordinator, you will have had experience with scaffolding and lifting operations as part of your role
  • Microsoft Office literate
  • Working knowledge and experience of BS 5975
  • Ability to visit multiple operational sites across United Utilities region
  • Temporary works design experience including outrigger mat sizing and foundation design
  • Comfortable in use of AutoCAD (2D)
  • CPCS Appointed Person: Lifting Operations A61
