Supply Chain Operations

This opportunity sits in Supply Chain Operations (SCO), a division of Route Services that procures safe, sustainable, products and services that are in turn used to improve and enhance the rail infrastructure across Britain. SCO aims to deliver excellent value and service to our customers, helping the rail industry to work together to deliver a more cost-effective railway.

Our extensive supply chain network plays a crucial role in helping to run a safe and efficient railway.

Every year we:

• Buy and deliver 2,000km of rail and 2.5 million tonnes of ballast.

• Operate 1,200 rail vehicles.

Behind the scenes we:

• Process £7,000,000,000 of payments.

• Handle over 23,000 IT helpdesk calls.

Every year:

• Mechanical and electrical locking fitters maintain 468 signal boxes and 387 ground frames.

• Operational property helpdesk process over 200,000 calls.

Brief Description

This is a unique opportunity to work as part of the Stoneblower team, a small, specialist team of experts within Supply Chain Operations. The successful person will work with the Delivery Units to optimise their Route On-Track Machine (OTM) strategies and ensure effective technical delivery of Switch & Crossing (S&C) stoneblowing across Anglia, LNE and East Midlands.
The successful candidate will also help to deliver the test programme for the first of Network Rail's ground-breaking new fleet of Multipurpose Stoneblowers. These machines are the first of an enhanced new type, developed jointly by the NR Stoneblower team and the OEM. These machines will replace the existing Stoneblower fleet over the control period, and the successful candidate will be a vital part of the fleet transformation.

About the role (External)

  • Key Accountabilities

  • Use specialist engineering knowledge to manage the effective planning and technical delivery of S&C stoneblowing activities, to safely and fully deliver our customer's requirements.
  • Liaise with Routes at Route OTM Engineer (ROTME) and Track Maintenance Engineer (TME) level assisting with the development of On-Track Machine (OTM) strategies for treatment using TQ data, site inspections and knowledge.
  • Develop and simulate technical and engineering solutions for the treatment of individual complex S&C layouts (those beyond the capability of the existing software), lead their delivery and share techniques and outcomes through the team to strengthen overall fleet capability.
  • Lead the delivery of sites at treatment stage (where Route staff are not competent or experienced), to deliver tasks of high levels of complexity, or requiring specialist technical knowledge.
  • Maintain positive and constructive relations with customers, suppliers, and between key internal departments to optimise utilisation and effectiveness of the stoneblower fleet.
  • Manage the resolution of engineering delivery issues, task prioritisation and, where necessary, escalate in order to minimise any negative impact on operational performance.
  • Technically mentor and coach engineers and technicians, to maximise output from the stoneblower fleet and to facilitate the development and succession of staff.
  • Identify and develop potential modifications to the stoneblower fleet assets, activities and processes to improve performance, capability, efficiency and service delivery
  • Lead and support audit programmes and local investigations, to maintain compliance and improve the safety and productivity of the stoneblower fleet.
  • Maintain competence and development plan and work towards fulfilling the Track Technical Competencies identified to the role.

    Job Skills, Experience and Qualifications



    Essential

    • Registered Engineer at IEng level
    • Member of a relevant Professional Engineering Institution such as PWI, ICE or ImechE.
    • Knowledge of operational railway environment and infrastructure
    • Detailed understanding of the maintenance of track assets
    • Detailed understanding of the track access planning process
    • Detailed knowledge of the relevant technical and safety standards relating to track and OTM
    • Broad knowledge of other functional disciplines that interface with track
    • Project planning and project management experience
    • Recognised formal safety qualification or working towards
    • Good interpersonal, influencing, communication and organisational skills.
    • Holds valid UK driving licence

      Desirable
    • Level 6 RQF (degree with honours, level 6 NVQ, or degree apprenticeship) in a relevant engineering discipline.
    • People management or supervisory experience
    • Chartered status or working towards
    • Lead Investigator or working towards
    • Recognised project management qualification or working towards
    • Experience of undertaking engineering assurance activities, including competence assessment
