Route Services is a division of Network Rail, formed to provide our routes with services and supplies that they need in order to maintain and deliver a better railway for a better Britain. We work with our customers to provide them with the safest, most cost-efficient and effective services enabling them to benefit from economies of scale and optimised national resources.

Supply Chain Operations

This opportunity sits in Supply Chain Operations (SCO), a division of Route Services that procures safe, sustainable, products and services that are in turn used to improve and enhance the rail infrastructure across Britain. SCO aims to deliver excellent value and service to our customers, helping the rail industry to work together to deliver a more cost-effective railway.

Our extensive supply chain network plays a crucial role in helping to run a safe and efficient railway.

Every year we:

• Buy and deliver 2,000km of rail and 2.5 million tonnes of ballast.

• Operate 1,200 rail vehicles.

Behind the scenes we:

• Process £7,000,000,000 of payments.

• Handle over 23,000 IT helpdesk calls.

Every year:

• Mechanical and electrical locking fitters maintain 468 signal boxes and 387 ground frames.

• Operational property helpdesk process over 200,000 calls.

Brief Description

To support the competency framework and management for SCO Plant and T&RS assets, undertake assurance, competence and certification of all relevant employees. Input to and assist in the development and delivery of training solutions.

About the role (External)

Key Accountabilities

Manage the provision and consistent delivery of training plans in line with customer requirements.
Provide input into the construction and development of packages and manage the production of training course and support materials to address local needs as well as continuously developing and improving the training solutions.
Assure, evaluate and report on the quality and standard of training and assessments provided.
Responsible for identification and delivery of training requirements.
Maintain and deliver competency framework and assessments for all relevant roles as well as gathering evidence for assessments from key sources.
Share best practice with other SCO Fleet and Engineering teams.
Undertake certification of staff competency to work as required.
Provides support to continuous improvement activities which provide measurable benefits to the achievement of Capacity Planning's business plan
Lead the function in aspects of competency management and training
Undertake the role in a way that is consistent, and reinforces, Network Rail behaviours
Working with the Training & Competency Manager establish and maintain processes and systems for course scheduling, delegate call-up, place booking, issue of joining instructions and other administration requirements.

Job Skills, Experience and Qualifications


  • Demonstrable Plant and T&RS maintenance and operational experience
  • Demonstrable knowledge of relevant maintenance and engineering standards and regulations
  • Basic understanding and application of Quantified Risk Assessment tools and techniques
  • Basic knowledge of HSE Safety Principles and Guidance
  • Level 2 or higher in relevant electrical and mechanical engineering
  • Good knowledge of competency management
  • Proven ability to engage with customers and build collaborative relationships with stakeholders.
  • Ability to provide technical leadership and guidance to appropriate peer group
  • Able to plan and prioritise own work
  • Knowledge of company standards and training processes


  • Current training qualification such as NVQ, C&G, PTTLLS or equivalent
  • Assessing qualification ENTO A1 or NVQ level 3
  • Internal Verification Qualification, D34, V1 or equivalent e.g. lead auditor

  • Demonstrable experience of developing training courses and programmes
  • Experience of delivering operational & safety related training courses
  • Knowledge training methodology
