The Regional Delivery Partnership is a framework contract with Highways England for the development, design and construction of capital road projects that form part of the Regional Investment Programme during Road Period 1 (2015 to 2020) and Road Period 2 (2020 to 2025). The Costain Jacobs Partnership were awarded two lots; Lot 7 (East Region) & Lot 8 (North Region).

This vacancy relates to Lot 8 for the delivery of 3 schemes along the A1 corridor in Newcastle and Northumberland, with a combined value of approx. £400M and due to be constructed from March 2020 through to 2023

The current early works are being undertaken in but will move to the north east later this year. It is essential that applicants are willing to travel to and work in the north east.

What will I be doing?

Main Responsibilities
  • Working with an integrated team of Costain and Jacobs personnel to develop the detailed design, delivery and handover of the allocated schemes.
  • Lead the utilities co-ordination on the 3 A1 schemes, (A1 Scotswood - North Brunton, A1 Birtley to Coal House and A1 in Northumberland)
  • Liaise with utility companies, obtaining various utility reference plans, developing diversion route and protection measures.
  • Preparation of utility diversion programmes and budgets.
  • Co-ordinating utility diversion works on site.
  • Liaise with section leads on the various projects to plan diversion works across the framework.
  • Support the section, commercial and planning teams with the development of cost forecasts and programmes for the development of budgets; delivery of works and monitoring of progress.
  • Ensure works are supervised on site and delivered in accordance with the works information
  • Ensuring the combined 3D digital utility record drawings for each scheme are kept up to date with and as built / as laid data.
  • Develop strategies for the delivery of the works considering access and logistic and resource constraints
  • Be accountable for the quality of the constructed product by ensuring the full implementation of the project quality plan
  • Package management of subcontractors associated with utility diversion enabling works.
  • Manage interactions between the client, stakeholders, delivery partners, designers and on-site team to resolve outstanding design and technical queries
  • Management and review of safe systems of work including RAMS, permits, etc.
  • Active participation in project improvement (including innovation, SHE and quality)
  • Ensure that records of work done are kept including site diaries, output monitoring, progress reports, quality documentation etc.
  • Build effective relationships and develop junior staff working within the utilities section on the framework

About you

Person Specification
  • Civil Engineering related qualification (HNC, HND, BSc MSc, BEng, MEng).
  • Minimum 10 years' experience delivering infrastructure projects including complex or sensitive structures.
  • New Roads and Street Works Act Supervisor (NRWSA)
  • Be fully conversant with the Standards of Highways associated with utility diversion works
  • Site Management Safety Training Scheme SMSTS.
  • Other relevant training (preferred, but not essential temporary works co-ordination) to be listed on CV.
  • Good written and oral communication skills.
  • The ability to manage and control tasks and lead a team
  • Willing to mentor and develop junior staff
  • Experience in some or all of the following:
  • Traffic Management
  • Work in environmentally sensitive sites.
  • Sheet piling, bored piling, gantry installation, modification to existing structures, earthworks, pavement, drainage and temporary works.
