It is an exciting time for HM Land Registry (HMLR) as we embark on a major transformation programme. HMLR's ambition is to become the world’s leading land registry for speed, simplicity and an open approach to data. We are now looking for a Senior Procurement Manager to join our Commercial Group to help us to achieve this.

The role 

You will have exposure to an organisation driving transformation and be at the forefront of the Commercial Group, supporting this by helping shape and develop commercial capability. You will have an opportunity to network and collaborate with other government commercial teams (Department for Business, Energy and Industrial Strategy (BEIS), Other BEIS partner organisations and Cabinet Office) and be part of an organization that values professional training & on-going investment in learning & development 

As a Senior Procurement Manager, you will work closely with a range of colleagues across HMLR to deliver professional commercial and contract advice as part of HM Land Registry’s Commercial Group as well as ensuring we achieve great outcomes and value for money. 

The person 

You may already hold MCIPS or an equivalent qualification, or you may be studying or willing to do so; either way, you will have demonstrable relevant experience in procurement or commercial roles and you will have good understanding of commercial principles and how they can be used to achieve the right contractual results. In addition, you will have the ability to collaborate, influence, and engage colleagues across the organisation, to see the potential and benefits of good commercial practice. You will help provide assurance that we are actively following best practice, and make visible our contribution through providing and completing appropriate Management Information to support the commercial agenda. 

The Commercial Group is part of the Finance and Business Services Directorate in HMLR. We are currently recruiting several roles to ensure the Commercial Group contain the right blend of skills, experience and knowledge to support HMLR’s major transformation plans.


Hold, be working towards or be willing to undertake a full professional qualification in procurement & supply at MCIPS (Professional Membership of Chartered Institute of Procurement & Supply) or equivalent.

Selection process details

This vacancy is using Success Profiles, and will assess your Behaviours, Strengths and Experience.
At shortlisting stage your CV and personal statement will be considered against the examples and evidence demonstrating the following essential experience:  

• Experience of procuring goods and/or services and contract management in a similar environment 
• Experience of supplier / contract management –negotiation and service escalation /resolution 
• Experience of delivering high quality and, practical procurement related advice, guidance (policies, procedures & templates) and management information 
• Knowledge and understanding of service management and use of KPIs and Management Information to support service delivery 

These criteria, the desirable criteria and the behaviours may all be tested at later stages during the selection process. 

The final selection stage will consist of a blended interview and pre-prepared presentation. 
Feedback will only be provided if you attend an interview or assessment.
