Job Description

As a Procurement Compliance Analyst at HS2 you will work to support the development and implementation of compliance related policies and procedures across all stages of the procurement lifecycle and where relevant the wider HS2 operations. The role will provide support to Procurement Compliance Managers and Senior Compliance Manager. Working with the wider Procurement Policy and Process team and key procurement and commercial stakeholders to assist them in carrying out their duties effectively and in compliance with related policies.  About the role:   Support the delivery of procurement compliance reviews including recommendations for improvement, escalation as appropriate; to ensure compliance with HS2 Procure to Pay Control Framework; Support a “critical friend” approach to ensure production of consistent documentation across all procurements, which follow the relevant policies and procedures. In turn ensuring a smooth transition through the HS2 governance and assurance models; Act as a point of contact for the reporting, registering and monitoring of potential/actual conflicts of interest and gifts & hospitality; Support the implementation HS2’s Conflicts of Interest related procedures to ensure staff and suppliers are aware and compliant with related policy and procedures; Produce written reports to support Senior Compliance Manager and Compliance Managers as required; Develop and deliver staff training and presentations covering procurement compliance related activities; Support the delivery of change initiatives from identification through to implementation and embedding; Provide support to the wider Policy and Process team, including general administration, management of mailbox, records and databases. 

Qualifications  

About You:   Analytical skills with the ability to gather and review information Ability to produce and present documents, reports and presentations as needed for a variety of audiences and stakeholders Prioritisation and organisation of workload Ability to organise meetings, keep records and track actions Stakeholder management skills with the ability to maintain positive and constructive relationships across the organisation and with key supplier contacts. Understanding of procurement and contact management processes Knowledge of applicable EU and UK procurement legislation (OJEU) and NEC3 contract types Experience of working within a procurement, contract management or commercial structure Experience of systems and reporting applications Experience of gathering and analysing information from multiple sources  It is expected that you will actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.  About Us:   High Speed 2 (HS2) will be the UK’s new high speed rail network.
